Sensitising the public

It seems to be the turn of a French Judge to talk up 'terror threats' in Australia:

'[Bruguiere] said there was not enough public consciousness of the terrorist risk. "This lack of consciousness makes it extremely difficult for governments to pass laws that are pro-active and allow their law enforcement and intelligence services to pre-empt attacks and aggressively anticipate threats. There is more work to be done to sensitise the public to the threat."'
Presumably the Judge means that Australians are not scared enough and not compliant enough to accept even further restrictions on civil liberties ('laws that are pro-active'), or to tolerate even greater abuse of human rights ('aggressively anticipate threats'). The 'strategy of tension' must be slackening lately.
