Silent sound and electronic control

There is an engaging definition of "voice to skull devices" from a "Thesaurus of Military Terms" at FAS

Definition/Scope:

Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals. NOTE: The sound modulation may be voice or audio subliminal messages. One application of V2K is use as an electronic scarecrow to frighten birds in the vicinity of airports. 
The original source is the CALL Thesaurus of Military Terms. This definition apparently covers a previously unsubstantiated "subliminal technology" that some individuals on the "fringe" have been claiming for years was being used against civillians. The appearance of a definition does not however assume the existence of such technology - it could be reflective of the paranoia, or just as easily could be disinformation to create the appearance of having such a device. However, note the experience of protestors at Greenham Common in the 1980's, and recent announcements of "crowd control" technology using microwaves underline the dangerously authoritarian, inhuman potentials. A "Dictionary of Military and Associated Terms" is also mirrored by the FAS.
