Hearts and Minds (in separate places)

This one sentence, from a New York Times article, to me sums up exactly why America is failing in Iraq:

"With a heavy dose of fear and violence, and a lot of money for projects, I think we can convince these people that we are here to help them," Colonel Sassaman said."

What kind of mind would think that "fear and violence" is a formula for convincing people you are helping them?
